The New York City Managed Care Consumer Assistance Program (NYC MCCAP), a program of the Community Service Society of NY invites you to submit a proposal for the workshop re-design project. We are seeking individuals or agencies that have interest and knowledge around training, organizational structuring and curriculum development expertise.

As of March 1, 2007 SSI recipients who are seriously and persistently mentally ill (SPMI) and children receiving SSI, who are also seriously emotionally disturbed (SED) are no longer be exempt from joining a managed care plan.
The mandatory enrollment process is being implemented in stages, by borough. Brooklyn and Staten Island residents will be the first mandatory groups. Letters explaining how this change will affect the way these consumers receive their medical and behavioral health care are beginning to be mailed. Mandatory enrollment packets will be mailed to Brooklyn and Staten Island residents April 1st. Residents of the Bronx, Manhattan and Queens (in that order), will become mandatory at later dates. Consumers will not have to join a managed care plan until the program has become mandatory in their borough.

The Community Health Access Department, NYC MCCAP’s policy
partner at CSS, convened a forum on February 9th to present the
results of a newly released survey. The survey was designed to gain
insight into how managed care is working for low-income families
enrolled in New York’s public health coverage programs (Medicaid,
Child Health Plus and Family Health Plus). The forum was attended
by local, state and federal government officials responsible for
administering the public health insurance programs, leading health
care advocates and health care providers and plans. Participants
engaged in a lively, frank discussion about program and policy issues
identified by the survey. Highlights included the high level of
satisfaction with primary care within the managed care system; the
challenges faced by immigrants in accessing health care; and the
need to identify priorities for improving the experience of low-income
consumers in managed care.
